Long-term direct discharge of domestic sewage and livestock and poultry sewage around Dingluo Street has caused serious eutrophication of water bodies in two large mountain ponds, with a large number of water hyacinths, serious sludge accumulation, extremely poor fluidity of water bodies and serious black odor. In 2022, Nanning was successfully declared as a national pilot city for the treatment of black and odorous water bodies in rural areas, and the mountain pond next to Dingluo Street was officially started as one of the nine rural black and odorous water treatment projects in mashan county. In June this year, the construction of the project was completed, and the living environment of the village was obviously improved. The black and smelly pond, which was once avoided, became a country park where leisure time entertainment gathered, giving the villagers more sense of gain and happiness.
Remediation of rural black and odorous water bodies is related to rural ecological revitalization and the vital interests of the people. The Party committee and government of the autonomous region attach great importance to the protection of rural ecological environment, and regard the treatment of black and odorous water bodies in rural areas as a warm-hearted project to improve the rural living environment and build a "livable and suitable business and beautiful countryside". So, what achievements have been made in the treatment of black and odorous water bodies in rural areas of Guangxi? Actively explore a suitable local governance model
According to the relevant person in charge of the Ecological Environment Department of the autonomous region, more than 90% of the black and odorous water bodies in rural areas of Guangxi are caused by rural domestic sewage pollution, and other causes include sediment deposition, accumulation of domestic garbage and production waste, and livestock manure pollution. Black and odorous water bodies are basically distributed in front of and behind the house, and the masses have a strong reaction. Because there is not much experience to follow, all localities have given full play to grassroots initiative and actively explored governance models suitable for rural reality.
The treatment of black and odorous water body in Miaowangtiantun, Genzhu Village, Genzhu Town, Gangbei District, Guigang City is a typical example. The black and smelly pond is located in a low-lying place outside the village, with a small pond area and poor fluidity. In the past, rural domestic sewage was not treated, and the domestic sewage was discharged into the pond along the terrain, eventually forming black odor. In the past year, according to the causes and characteristics of the black and odorous water body in Miaowangtiantun, the local government has comprehensively treated the black and odorous water body by building rural domestic sewage treatment facilities, dredging and living water revetment to prevent the water body from turning black and odorous. In June this year, the special research group of "Rural Black and Odor Water Comprehensive Improvement Action" of the autonomous region came to Miaowangtiantun for investigation. Referring to the change of the "smelly pond" in Tunli, the villager Qiu Guifang said happily: "The pond has become clean, and protective fences have been installed, warning slogans have been set up, and the hardened surrounding roads have been leveled, which has become a landscape in the village."
"Miaowangtiantun black odor control model has the characteristics of low investment, high efficiency and convenient operation and maintenance, which improves the local environment and has high satisfaction among the people. It is representative for treating black and odorous water bodies with single pollution source. " The relevant person in charge of the ecological environment department of the autonomous region told the reporter. The investigation also found that the black and odorous water body in Tanletang, Luochai Village, Zhangmu Town, tan tang City, Guigang City is a pond-type black and odorous water body, and the main pollution sources are the domestic sewage discharge of surrounding residents and the sewage discharge of enterprises. According to the causes and characteristics of black odor in Tanletang, the local authorities banned illegal industrial sewage outlets, controlled the source of domestic pollution, dredged and dredged rivers, and improved the self-purification ability of water bodies by planting water lilies, canna and other aquatic plants, turning the smelly pond into a landscape pond, which has demonstration significance for the treatment of compound black odor water bodies in life and industry.
The black and odorous water treatment project in rural areas has promoted rural domestic garbage treatment, aquaculture pollution control, river cleaning, village greening and beautification, and the rural living environment has been greatly improved. Play a "combination boxing" against black and smelly water bodies in rural areas
According to the statistics of relevant departments, a total of 156 rural black and odorous water bodies in Guangxi were listed in the remediation list after comprehensive investigation in 2020 and reported to the national audit, of which 80 were listed in the national supervision list and 76 were listed in the local supervision list.
The Party Committee of the Autonomous Region listed the treatment of black and odorous water bodies in rural areas as ten practical things to solve the people’s urgent needs in the autonomous region, and the government of the autonomous region will co-ordinate the promotion of rural toilet improvement and domestic sewage and the treatment of black and odorous water bodies into the government work report; The Commission for Discipline Inspection of the Autonomous Region listed the treatment of black and odorous water bodies in rural areas as the key supervision items of the year; The Department of Ecology and Environment of the Autonomous Region, together with the Housing and Urban-Rural Construction Department of the Autonomous Region and the Department of Agriculture and Rural Affairs, jointly issued the Fourteenth Five-Year Plan for the Treatment of Domestic Sewage in Rural Areas of Guangxi and the Implementation Plan for the Treatment of Black and Odor Water Bodies in Rural Areas of Guangxi during the Fourteenth Five-Year Plan period, proposing that all 80 black and odorous water bodies under state supervision should be treated during the Fourteenth Five-Year Plan period, and a large area of rural black and odorous water bodies should be basically eliminated; The Department of Ecology and Environment of the Autonomous Region organized the compilation of the Technical Manual for Rural Domestic Sewage Treatment in Guangxi, and issued local standards for rural domestic sewage treatment and discharge in Guangxi; Establish an assessment mechanism, incorporate the treatment of black and odorous water bodies in rural areas into the performance assessment indicators of municipal governments with districts, and implement the work responsibilities of relevant local governments … In recent years, under the leadership of the Party Committee and government of the autonomous region, all relevant departments in various localities have played a series of "combination boxing" on the treatment of black and odorous water bodies in rural areas.
In accordance with the three stages of "finding out the base-pilot demonstration-comprehensive completion", we will promote the remediation of black and odorous water bodies in rural areas in an orderly manner. From 2021 to 2022, 43 rural black and odorous water bodies were treated in the whole region. In 2023, the autonomous region actively raised 47 million yuan, focusing on the remediation of 26 black and odorous water bodies in 23 administrative villages in 17 counties (cities, districts) in seven districts and cities of Nanning, Liuzhou, Beihai, Qinzhou, Guigang, Yulin and Baise, with a comprehensive treatment area of about 100,000 square meters, benefiting 92,000 people. By the end of July, 12 black and odorous water bodies in rural areas have been treated, 8 have started to be treated, and 6 are in the process of project bidding and other preparatory work.
As the capital of Guangxi, there are 51 rural black and odorous water bodies in Nanning, and the total number of black and odorous water bodies and the number of black and odorous water bodies supervised by the state rank first in the whole region. The treatment of rural black and odorous water bodies has become one of the environmental problems that need to be solved urgently. In 2022, Nanning successfully applied for the national pilot city for the treatment of black and odorous water bodies in rural areas, involving 27 townships and 41 administrative villages in 9 counties (cities, districts). Create conditions for social capital and financial institutions to participate in governance through the coordination and overall promotion of ecological environment governance and industrial development projects; The management module of rural black and odorous water bodies is newly built in the comprehensive management platform of rural pollution control in the city. The project progress is scheduled in real time, the project operation and maintenance are regularly checked, and the project materials are retrieved at any time, creating a typical working mode of informationization and high efficiency … By the end of July, 45 of the 51 registered rural black and odorous water bodies in Nanning have been treated, and the work progress ranks second among the pilot cities in 2022.
Speeding up the promotion to ensure the long-term remediation effect
Remediation of black and odorous water bodies in rural areas is an important livelihood project and popular project. The most crucial thing is to ensure the long-term remediation effect, satisfy the farmers and effectively enhance their sense of gain and happiness.
According to the relevant person in charge of the Department of Ecology and Environment of the autonomous region, the investigation found that there were some problems in the work, which needed to be carefully studied and solved. On the one hand, the technical model needs to be further improved. At present, most of the black and odorous water bodies in the whole region are treated by building rural sewage treatment projects to control the source and intercept the pollution. The construction cost and maintenance management cost are relatively high, and there are few technical models for resource utilization of domestic sewage and livestock manure at the source. On the other hand, the overall effect needs to be further improved. At present, the effectiveness of black and odorous water treatment is mainly reflected in the improvement of water quality and the improvement of small-scale environment around water bodies. It is also common that the overall improvement of the environment in districts and villages has not been promoted simultaneously. In some villages, although the black and smelly water bodies have become clear, the phenomenon of littering and surrounding construction still exists, and the overall effect of environmental remediation is not obvious. Moreover, the long-term mechanism needs to be further improved. At present, some rural black and odorous water bodies that have been treated have not clearly defined the unit responsible for operation and maintenance management, and the relevant river patrol management system has not been established. The publicity and mobilization are insufficient, and the participation of the masses is still low. It is difficult to guarantee the effectiveness of "long-term system for a long time". The treatment of black and odorous water bodies in various places is mainly based on destocking, and the measures to control increment and nip in the bud are still insufficient.
In this regard, the on-site meeting of the remediation work of rural black and odorous water bodies in the whole region stressed that it is necessary to anchor the goal unswervingly, strictly follow the decision-making arrangements of the party Committee and government of the autonomous region, increase the intensity of work, reverse the construction period, accelerate the remediation of rural black and odorous water bodies, and ensure that the remediation tasks are completed as scheduled.
