Now, on behalf of the State Council, I would like to report the government work to the General Assembly, please review it, and ask Committee member Chinese People’s Political Consultative Conference to put forward his opinions.
The COVID-19 epidemic is a major public health emergency with the fastest spread, the widest infection range and the most difficult prevention and control since the founding of New China. Under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, through the arduous efforts and sacrifices of the whole country and the broad masses of the people, major strategic achievements have been made in epidemic prevention and control. At present, the epidemic is not over yet, and the development task is extremely arduous. We must strive to minimize the losses caused by the epidemic and strive to achieve the goals and tasks of economic and social development this year.
I. Work Review since 2019 and this year
Last year, China faced many difficulties and challenges in development. World economic growth is sluggish, international economic and trade frictions are intensifying, and the downward pressure on the domestic economy is increasing. The CPC Central Committee with the Supreme Leader as the core unites and leads the people of all ethnic groups throughout the country to overcome difficulties, accomplish the main objectives and tasks throughout the year, and lay a decisive foundation for building a well-off society in an all-round way.
The GDP reached 99.1 trillion yuan, an increase of 6.1%. There were 13.52 million new jobs in cities and towns, and the surveyed unemployment rate was below 5.3%. Consumer prices rose by 2.9%. The balance of payments is basically balanced.
The total retail sales of social consumer goods exceeded 40 trillion yuan, and consumption continued to play a major role. Advanced manufacturing and modern service industries grew rapidly. The grain output is 1.33 trillion Jin. The urbanization rate of permanent residents exceeded 60% for the first time, and major regional strategies were implemented in depth.
A number of major achievements have been made in scientific and technological innovation. Emerging industries continued to grow, and traditional industries accelerated their upgrading. Mass entrepreneurship and innovation have been carried out in depth, and the number of enterprises has increased by more than 10 thousand every day.
Structural reforms on the supply side continued to deepen, and new breakthroughs were made in reforms in important areas. The tax reduction and fee reduction was 2.36 trillion yuan, exceeding the original scale of nearly 2 trillion yuan. Manufacturing and small and micro enterprises benefited the most. The task of government institutional reform was completed. The "streamline administration, delegate power, strengthen regulation and improve services" reform was deepened. Set up science and technology innovation board. Building the "Belt and Road" together has achieved new results. The regulations for the implementation of the Foreign Investment Law were promulgated, and a new area of the Shanghai Pilot Free Trade Zone was added. Foreign trade and foreign investment remained stable.
The number of poor people in rural areas has decreased by 11.09 million, and the incidence of poverty has dropped to 0.6%. Decisive achievements have been made in tackling poverty. Pollution prevention and control continued to advance, the discharge of major pollutants continued to decline, and the overall ecological environment improved. The financial operation is generally stable.
The per capita disposable income of residents exceeds 30,000 yuan. Basic pension, medical care, subsistence allowances and other security levels have been improved. The construction of affordable housing in cities and towns and the renovation of dilapidated houses in rural areas have been further promoted. In the compulsory education stage, the number of students’ living allowance increased by nearly 40%, and the enrollment of higher vocational colleges increased by 1 million.
We solemnly celebrate the 70th anniversary of the founding of People’s Republic of China (PRC), which greatly inspires the patriotic enthusiasm of people of all ethnic groups in the country and gathers great strength to win the great victory of Socialism with Chinese characteristics in the new era.
We have strengthened the building of a clean and honest party style, carried out the education on the theme of "Do not forget your initiative mind, Keep in mind the mission", strictly implemented the spirit of the eight central regulations, continued to rectify the "four winds", and loosened the burden for the grassroots.
The diplomacy of a big country with China characteristics has achieved fruitful results. Successfully held the second "Belt and Road" international cooperation summit forum and other major home-based diplomatic activities. The Chairman of the Supreme Leader and other party and state leaders visited many countries and attended the G20 Summit, BRICS Summit, AsiaInfo Summit, Shanghai Cooperation Organization Summit, East Asian Cooperation Leaders’ Series Meeting, China-EU Leaders’ Meeting, China-Japan-ROK Leaders’ Meeting and other major activities. Actively participate in the construction and reform of the global governance system and promote the building of a community of human destiny. Economic diplomacy and cultural exchanges have been fruitful. China has made important contributions to promoting world peace and development.

After the outbreak of the COVID-19 epidemic, the Party Central Committee took the prevention and control of the epidemic as a top priority, and the Supreme Leader General Secretary personally commanded and deployed, insisting on putting people’s life safety and physical health first. Under the leadership of the CPC Central Committee, the Central Leading Group for Response to Epidemic Situation made timely research and deployment, the Central Steering Group strengthened guidance and supervision, the joint prevention and control mechanism in the State Council was coordinated as a whole, all localities and departments performed their duties and responsibilities, and all sectors of society gave full support, thus launching people’s war, total war and blocking war for epidemic prevention and control. The majority of medical staff fought bravely, the commanders and men of the People’s Liberation Army bravely shouldered heavy burdens, scientific and technological workers worked together to tackle key problems, community workers, police officers, grass-roots cadres, journalists and volunteers stuck to their posts, express delivery, sanitation and anti-epidemic materials production and transportation personnel worked tirelessly, hundreds of millions of ordinary workers silently contributed, the people of Wuhan and Hubei persevered, and all sectors of society, Hong Kong, Macao and Taiwan compatriots and overseas Chinese donated money and materials. The sons and daughters of China have stood together in the same boat and helped each other, building a towering Great Wall to fight the epidemic.
In the prevention and control of the epidemic, we have paid close attention to all the work in accordance with the general requirements of firm confidence, helping each other in the same boat, scientific prevention and control, and precise policy. Take emergency measures in a timely manner, implement the management of Class A infectious diseases in COVID-19, and start the first-level response to major public health emergencies in various places. Resolutely win the battle of defending Wuhan and Hubei, and achieve decisive results. By resolutely implementing strict control measures, we will support them with the strength of the whole country, dispatch more than 40,000 medical staff to help, build hospitals in Huoshenshan, Thunder God Mountain hospital and Fangcang, rapidly expand the beds for admission, give priority to medical supplies, continuously optimize the diagnosis and treatment plan, adhere to the combination of Chinese and Western medicine, and adhere to the "four concentrations" to treat patients with all our strength, so as to maximize the cure rate and reduce the death rate. Extend the national Spring Festival holiday, postpone the start of school, return to work flexibly, travel at wrong peaks, adhere to mass prevention and control, adhere to the "four mornings", resolutely control the source of infection, and effectively curb the spread of the epidemic. Strengthen the research and development of drugs, vaccines and detection reagents. Rapidly expand the production of medical materials, increase substantially in a short period of time, do a good job in ensuring the supply and price of daily necessities, and ensure the smooth traffic trunk lines and the supply of coal, electricity, oil and gas. In response to changes in the epidemic situation, we will promote normalization prevention and control in a timely manner. In view of the spread of overseas epidemic situation, we will build an external defense input system in time and strengthen our care for overseas Chinese citizens. Actively carry out international cooperation, in an open, transparent and responsible manner, timely report epidemic information, actively share epidemic prevention technologies and practices, and help each other and fight the epidemic together.
For a developing country with a population of 1.4 billion, it is not easy to effectively control the epidemic in a short period of time and guarantee the basic livelihood of the people. We also paid a huge price. In the first quarter, the economy experienced negative growth, and the order of production and life was impacted. But life is paramount, which is a price that must be borne and worth paying. We made overall plans to promote epidemic prevention and control and economic and social development, seized the opportunity to push forward the resumption of work and production, introduced 90 policies and measures in eight aspects, implemented assistance to enterprises to stabilize their posts, reduced some taxes and fees, exempted all toll roads, reduced energy costs, and issued discount loans. Issue the local government debt limit in advance according to the procedure. Don’t miss the farming season and grasp the spring ploughing. Unswervingly push forward poverty alleviation. We will grant subsidies to frontline workers and people in difficulty in the fight against the epidemic, and double the price of temporary subsidies. These policies have benefited the broad masses of the people, effectively promoted timely and stable supply and prices, and resumed production. China’s economy has shown strong resilience and great potential.

The achievements in economic and social development since last year and epidemic prevention and control this year are the result of the strong leadership of the CPC Central Committee with the Supreme Leader as the core, the scientific guidance of the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, and the United struggle of the whole party, the whole army and the people of all ethnic groups throughout the country. While affirming our achievements, we are also clearly aware of the difficulties and problems we face. Affected by the global epidemic, the world economy is seriously declining, the supply chain cycle of the industrial chain is blocked, international trade and investment are shrinking, and the commodity market is turbulent. Domestic consumption, investment and exports have declined, employment pressure has increased significantly, difficulties of enterprises, especially private enterprises and small and medium-sized enterprises have become prominent, risks in financial and other fields have accumulated, and the contradiction between revenue and expenditure at the grassroots level has intensified. There are shortcomings in government work, formalism and bureaucracy are still prominent, and a few cadres do not take responsibility, do not act, do not act, and act indiscriminately. Corruption is frequent in some areas. In the epidemic prevention and control, public health emergency management and other aspects have exposed many weak links, and the masses still have some opinions and suggestions that should be taken seriously. We must strive to improve our work, earnestly perform our duties, and do our best to live up to the expectations of the people.
Second, the main development goals this year and the overall deployment of the next stage of work
To do a good job in this year’s government work, we should fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th Congress under the strong leadership of the CPC Central Committee with the Supreme Leader as the core, firmly implement the Party’s basic theory, basic line and general plan, strengthen the "four consciousnesses", strengthen the "four self-confidences" and achieve the "two maintenance", and closely follow the goal and task of building a well-off society in an all-round way. Make overall plans to promote epidemic prevention and control and economic and social development. Under the premise of normalization of epidemic prevention and control, we will adhere to the general tone of striving for progress through stability, adhere to the new development concept, adhere to the supply-side structural reform as the main line, and persist in promoting high-quality development with reform and opening up as the driving force. We will resolutely fight the three major battles and intensify the work of "six stabilities" to ensure residents’ employment, people’s livelihood, market players, food and energy security, industrial chain supply chain stability and grass-roots operation.
At present and in the future, China’s development is facing unprecedented risks and challenges, but we have unique political and institutional advantages, solid economic foundation and huge market potential, and hundreds of millions of people are hardworking and intelligent. As long as we face up to the challenges, strengthen our confidence, enhance our development momentum, and safeguard and make good use of the important period of strategic opportunities for China’s development, the current difficulties will certainly be overcome and China’s development will be full of hope.
Based on the comprehensive analysis of the situation, we made appropriate adjustments to the expected goals considered before the epidemic. This year, we should give priority to stabilizing employment and protecting people’s livelihood, resolutely win the battle against poverty, and strive to achieve the goal of building a well-off society in an all-round way; More than 9 million new jobs have been created in cities and towns, the urban survey unemployment rate is about 6%, and the urban registered unemployment rate is about 5.5%; Consumer prices rose by about 3.5%; Import and export promote stability and quality improvement, and the international balance of payments is basically balanced; Residents’ income growth is basically synchronized with economic growth; Under the current standards, all rural poor people are lifted out of poverty, and all poverty-stricken counties are stripped of their hats; Effective prevention and control of major financial risks; Energy consumption per unit of GDP and emissions of major pollutants continue to decline, and efforts are made to complete the objectives and tasks of the 13 th Five-Year Plan.
It should be noted that we have not set a specific target for the annual economic growth rate, mainly because the global epidemic situation and the economic and trade situation are very uncertain, and China’s development faces some unpredictable factors. Doing so is conducive to guiding all parties to concentrate on "six stabilities" and "six guarantees". "Six guarantees" is the focus of this year’s "six stability" work. Keeping the bottom line of "six guarantees" can stabilize the basic economic disk; We can lay a solid foundation for building a well-off society in an all-round way by ensuring stability and striving for progress in stability. It should be noted that whether it is to maintain employment and people’s livelihood, achieve the goal of poverty alleviation, or prevent and resolve risks, it must be supported by economic growth, and stabilizing economic operation has a bearing on the overall situation. We should use reform and opening-up methods to stabilize employment, protect people’s livelihood, promote consumption, stimulate the market, stabilize growth, and find a new way to effectively cope with shocks and achieve a virtuous circle.
A proactive fiscal policy should be more proactive. This year, according to the arrangement of 3.6% or more, deficit ratio plans to increase its fiscal deficit by 1 trillion yuan compared with last year, and at the same time issue 1 trillion yuan of special anti-epidemic bonds. This is a special measure in a special period. All the above-mentioned 2 trillion yuan will be transferred to local governments, and a special transfer payment mechanism will be established. The funds will go directly to the grassroots level of cities and counties, directly benefiting enterprises and benefiting the people, and will be mainly used to protect employment, basic people’s livelihood and market players, including supporting tax reduction and fee reduction, rent reduction and interest rate reduction, expanding consumption and investment, and strengthening the attributes of public finance, and will never be allowed to intercept or misappropriate. We should vigorously optimize the structure of fiscal expenditure, increase the expenditure on basic people’s livelihood, effectively protect the expenditure in key areas, and resolutely reduce the general expenditure. It is strictly forbidden to build new buildings, halls and museums, and to be extravagant and wasteful. Governments at all levels must really live a tight life, and the central government should take the lead. The expenditure of the central government at this level has been negatively increased, and the non-urgent non-rigid expenditure has been reduced by more than 50%. All kinds of balances and deposited funds should be collected and rearranged. We must vigorously improve quality and efficiency, and all expenditures must be carefully calculated. We must use every sum of money on the cutting edge and in a critical place, and we must let market players and the people have real feelings.
A prudent monetary policy should be more flexible and moderate. Comprehensive use of RRR cuts, interest rate cuts, refinancing and other means to guide the growth rate of broad money supply and social financing scale is significantly higher than last year. Keep the RMB exchange rate basically stable at a reasonable and balanced level. To innovate monetary policy tools that go directly to the real economy, we must promote enterprises to facilitate access to loans and promote the continuous downward trend of interest rates.
The employment priority policy should be comprehensively strengthened. Fiscal, monetary and investment policies should focus on supporting stable employment. Efforts should be made to stabilize existing employment, actively increase new employment and promote the reemployment of unemployed people. All localities should clean up and remove unreasonable restrictions on employment, make every effort to promote employment, and make every effort to expand jobs.
Poverty alleviation is a hard task that must be completed to build a well-off society in an all-round way. It is necessary to adhere to the current poverty alleviation standards, increase investment in poverty alleviation, strengthen the implementation of poverty alleviation measures, ensure that all the remaining poor people are out of poverty, improve and implement the monitoring and assistance mechanism for returning poor people, and consolidate the results of poverty alleviation. It is necessary to fight the defense of blue sky, clear water and pure land and achieve the phased goal of fighting the battle against pollution. Strengthen the prevention and control of major risks in financial and other fields, and resolutely hold the bottom line of systemic risks.
Nearly five months have passed this year. In the next stage, we must not relax the prevention and control of normalized epidemics, and do a good job in economic and social development. The policies introduced not only maintain strength but also consider sustainability, and can be improved according to changes in the situation. We are determined and capable of completing the annual goals and tasks.
Third, strengthen the implementation of macro policies and focus on stabilizing enterprises to ensure employment.
To ensure employment and people’s livelihood, we must stabilize hundreds of millions of market players and try our best to help enterprises, especially small and medium-sized enterprises and individual industrial and commercial households tide over the difficulties.
Increase tax reduction and fee reduction. Strengthen phased policies, combine with institutional arrangements, release water to raise fish, and help market players to bail out development. We will continue to implement the policy of lowering the value-added tax rate and enterprise endowment insurance rate introduced last year, and increase tax reduction and fee reduction by about 500 billion yuan. In the early stage, the tax reduction and fee reduction policies that expired before June were introduced, including exempting small and medium-sized enterprises from pension, unemployment and industrial injury insurance units, exempting small-scale taxpayers from value-added tax, exempting public transportation, catering and accommodation, tourism and entertainment, culture and sports and other services from value-added tax, and exempting civil aviation development funds and port construction fees. The implementation period was all extended to the end of this year. The income tax payment of small and micro enterprises and individual industrial and commercial households will be postponed until next year. It is estimated that the new burden reduction for enterprises will exceed 2.5 trillion yuan in the whole year. We must resolutely put the tax reduction and fee reduction policy on enterprises, stay green and win the future.
Promote the reduction of production and operation costs of enterprises. The policy of reducing industrial and commercial electricity prices by 5% was extended to the end of this year. The average tariff for broadband and private lines is reduced by 15%. Reduce the rent of state-owned real estate, encourage all kinds of owners to reduce or delay the rent, and give policy support. Resolutely rectify the illegal fees charged by enterprises.
Strengthen financial support for stable enterprises. The policy of postponing the repayment of principal and interest for small and medium-sized enterprises’ loans will be extended to the end of March next year. Loans for inclusive small and medium-sized enterprises should be postponed, and loans for other difficult enterprises should be postponed. We will improve the assessment and incentive mechanism, encourage banks to dare to lend, be willing to lend and be able to lend, substantially increase credit loans, initial loans and non-repayment loans for small and micro enterprises, and use financial technology and big data to reduce service costs and improve service accuracy. Greatly expand the coverage of government financing guarantee and significantly reduce the rate. The growth rate of inclusive small and micro enterprise loans in large commercial banks is higher than 40%. Promote the sharing of credit information related to enterprises. Support enterprises to expand bond financing. Strengthen supervision, prevent funds from "idling" arbitrage, and crack down on malicious evasion of debts. Financial institutions and loan enterprises coexist and prosper together, and banks are encouraged to make reasonable profits. In order to protect the market players, the availability of loans for small and medium-sized enterprises must be significantly improved, and the comprehensive financing cost must be significantly reduced.
Do everything possible to stabilize and expand employment. Strengthen employment support for key industries and key groups. There are 8.74 million college graduates this year. To promote market-oriented and socialized employment, colleges and local governments should provide continuous employment services and expand the recruitment of grassroots service projects. Do a good job in resettlement and employment security for retired soldiers. Implement the policy of equal access to employment services for migrant workers in their places of employment. Help the disabled, zero-employment families and other difficult groups to find jobs. There are hundreds of millions of flexible employees in China, including odd jobs. This year, the policy of voluntary deferred payment of social security fees was implemented for low-income people, and all administrative fees related to employment were cancelled, and the business premises of mobile vendors were reasonably set up. We will help stabilize and expand posts through training, strengthen market-oriented skills training, encourage workers to take the place of training, and jointly build and share productive training bases. This year and next, more than 35 million people will be trained in vocational skills, and higher vocational colleges will expand their enrollment by 2 million, so that more workers can gain skills and find jobs.
Fourth, relying on reform to stimulate the vitality of market players and enhance new kinetic energy for development.
The greater the difficulties and challenges, the more we need to deepen reform, break down institutional and institutional obstacles, and stimulate endogenous development momentum.
Deepen the "streamline administration, delegate power, strengthen regulation and improve services" reform. Under the prevention and control of normalized epidemic situation, it is necessary to adjust measures, simplify procedures, and promote the comprehensive resumption of work and production. Promote more services to be handled online, so that enterprises can handle the whole process online. Relax the restrictions on the registered business premises of small and micro enterprises and individual industrial and commercial households, and facilitate all kinds of entrepreneurs to register and operate and enjoy support policies in a timely manner. Support the development of large, medium and small enterprises. Improve the social credit system. Maintain fair competition through fair supervision and continue to create a market-oriented, rule-of-law and international business environment.
Promote the reform of market-oriented allocation of factors. Promote small and medium-sized banks to replenish capital and improve governance to better serve small and medium-sized enterprises. Reform the GEM and pilot the registration system to develop a multi-level capital market. Strengthen the insurance guarantee function. Give provincial governments greater autonomy in building land. Promote the flow of talents, cultivate technology and data markets, and activate the potential of various factors.
Improve the effectiveness of state-owned and state-owned enterprise reform. Implement the three-year action of state-owned enterprise reform. Improve the modern enterprise system, improve the state-owned assets supervision system, and deepen the reform of mixed ownership. Basically complete the divestiture of social functions and solve historical problems. State-owned enterprises should focus on the main business, improve the market-oriented operating mechanism and improve their core competitiveness.
Optimize the development environment of private economy. Ensure that private enterprises have equal access to production factors and policy support, and clean up and abolish unreasonable regulations linked to the nature of enterprises. Complete the task of paying off the money owed by government agencies and state-owned enterprises to private and small and medium-sized enterprises within a time limit. Constructing pro-Qing political and business relations and promoting the healthy development of non-public economy.
Promote the upgrading of manufacturing industry and the development of emerging industries. Support the high-quality development of manufacturing industry. Substantially increase medium and long-term loans in manufacturing industry. Develop industrial internet, promote intelligent manufacturing and cultivate emerging industrial clusters. Develop producer services such as R&D design, modern logistics, inspection and certification. E-commerce, online shopping, online services and other new formats have played an important role in the fight against the epidemic. We should continue to introduce support policies, comprehensively promote the "internet plus" and create new advantages in the digital economy.
Improve the supporting capacity of scientific and technological innovation. We will steadily support basic research and applied basic research, guide enterprises to increase R&D investment, and promote Industry-University-Research’s financial innovation. Accelerate the construction of national laboratories, reorganize the national key laboratory system, develop social research and development institutions, and strengthen key core technology research. Develop people’s livelihood technology. Deepen international cooperation in science and technology. Strengthen the protection of intellectual property rights. Reform the transformation mechanism of scientific and technological achievements, smooth innovation chain, and create a scientific research environment that encourages innovation and tolerates failure. Implement key projects to tackle key problems, and let whoever can do it do it.
Deepen the promotion of mass entrepreneurship and innovation. Develop venture capital and equity investment, and increase venture guarantee loans. We will deepen a new round of comprehensive innovation and reform experiments, build a number of dual-innovation demonstration bases, adhere to inclusive and prudent supervision, develop a platform economy and share the economy, and more stimulate social creativity.
V. Implementing the strategy of expanding domestic demand and accelerating the transformation of economic development mode.
China’s domestic demand has great potential, so it is necessary to deepen the structural reform on the supply side, highlight the orientation of people’s livelihood, and effectively combine and promote boosting consumption and expanding investment.
Promote the recovery of consumption. By stabilizing employment, we will increase income and protect people’s livelihood, and improve residents’ willingness and ability to consume. Support the recovery and development of catering, shopping malls, culture, tourism, housekeeping and other life service industries, and promote online and offline integration. Promote automobile consumption and vigorously solve the problem of parking difficulties. Develop old-age care and child care services. Develop a big health industry. Transform and upgrade the pedestrian street. Support e-commerce and express delivery into rural areas and expand rural consumption. We should take more measures to expand consumption and meet the diversified needs of the masses.
Expand effective investment. This year, it is planned to arrange 3.75 trillion yuan of local government special bonds, an increase of 1.6 trillion yuan over last year, to increase the proportion of special bonds that can be used as project capital, and the central budget will allocate 600 billion yuan for investment. Focus on supporting the "two new and one heavy" construction that not only promotes consumption and benefits people’s lives, but also adjusts the structure to increase stamina, mainly including: strengthening the construction of new infrastructure, developing a new generation of information networks, expanding the application of 5G, building data centers, increasing facilities such as charging piles and changing power stations, promoting new energy vehicles, stimulating new consumer demand, and helping industrial upgrading. Strengthen the construction of new urbanization, and vigorously improve the public facilities and service capacity of the county to meet the increasing demand of farmers for employment and settlement in the county. Newly started renovation of 39,000 old urban communities, supporting the renovation of pipe networks, installing elevators, etc., and developing various community services such as home care, dining and cleaning. Strengthen the construction of major projects such as transportation and water conservancy. Increase the national railway construction capital by 100 billion yuan. Improve the market-oriented investment and financing mechanism and support the equal participation of private enterprises. It is necessary to optimize the project, leaving no sequelae, so that the investment can continue to play its benefits.
Further promote new urbanization. Give play to the comprehensive driving role of central cities and urban agglomerations, cultivate industries and increase employment. Adhere to the positioning that houses are used for living, not for speculation, and promote the stable and healthy development of the real estate market because of the city’s policy. Improve convenience and barrier-free facilities to make the city more livable.
Accelerate the implementation of the regional development strategy.
