On October 31, 2017, at the 30th meeting of the 12th the National People’s Congress Standing Committee (NPCSC), Wang Ning, commander of the Armed Police Force, made a statement on the Decision on Temporary Adjustment and Application of Relevant Laws and Regulations during the Reform of the Chinese People’s Armed Police Force (Draft).
According to Wang Ning, the reform of the Armed Police Force will be based on the principle of "the army is the army, the police are the police, and the people are the people", and adjustments will be made in the leadership and command system, functions and tasks, the police rank system, the security system, and the deployment and deployment of troops.

Under the background of reform, the personnel adjustment of the armed police has been constant since this year.

However, the ranks of the chief officers of the provincial armed police corps are different.
For example, Zhou Jianguo, who was revealed to be the new commander of Xinjiang Armed Police Corps in January this year, became a regular military general with the post adjustment. However, in June this year, Jinming Huang, who was revealed to be the commander of the Henan Armed Police Corps, was among the deputy ranks.
Why is this?
The provincial armed police corps is generally at the deputy corps level, and its chief officers are correspondingly at the deputy corps level, but there are a few exceptions.
In 2008, the Central Military Commission issued the "Reply on Adjusting the Ranks of the Beijing Armed Police Corps and the Xinjiang Armed Police Corps", and the Beijing Armed Police Corps and the Xinjiang Armed Police Corps were upgraded to the regular military ranks. Correspondingly, the military and political officials in both places are also full-time military posts.

After the military reform, the headquarters of the Armed Police Force was changed from the original three departments (headquarters, political department and logistics department) to the general staff, political work department, logistics department and discipline inspection commission.

From February to August this year, three major generals have been appointed as the new deputy chief of staff of the Armed Police Force:

Before Fu Ling took up his new job, his old partner, Lu Chungeng, the former political commissar of the Armed Police Traffic Command, had taken up the post of deputy director of the Political Work Department of the Armed Police Force.
In addition, with the adjustment of the organizational structure of the headquarters of the Armed Police Force, the newly adjusted equipment department headed by a police officer of a major general at the rank of regular army also appeared. At present, Guan Yanmi (former commander of the Xinjiang Armed Police Corps) is the minister, and Liu Zhen is the deputy minister. Liu Zhen used to be the deputy director of the equipment department of the former headquarters of the Armed Police Force and the director of the Armed Police Equipment Research Institute.
It is worth mentioning that there are also two major generals as party secretary and deputy secretary of a newly-built armed police unit.
One of them is Wang Huanzhang, who served as the director of the Political Work Department of the 78th Army. You know, most of this round of personnel adjustment is internal transfer of the armed police system. Like Wang Huanzhang, there are not many transfers from the Army.
Of course, it is not without it.
For example, Zhou Jianguo, former deputy commander of the 76th Army, was promoted to commander of Xinjiang Armed Police Corps. Zhou Jianguo participated in the "9.3" military parade in 2015, when he was the deputy commander of the 21st Army. In May last year, Zhou Jianguo became the deputy commander of the 76th Army.
