According to the Plan, by 2025, China will initially build a unified, authoritative and interconnected national health information platform support and guarantee system, and basically realize the full coverage of public medical and health institutions and the national health information platform.

　　The Plan also proposes that by 2025, hospitals above the second level will basically realize the sharing of in-hospital medical service information, and tertiary hospitals will realize the sharing of core information nationwide. The databases of population information, residents’ electronic health records, electronic medical records and basic resources are more perfect. Each resident has a dynamically managed electronic health record and a fully functional electronic health code.

　　Coordinate and promote the construction of national health information platform.

　　The "Planning" clarifies the guiding ideology of the national health informatization construction during the "Tenth Five-Year Plan" period, and emphasizes the basic principles of "overall planning and intensive, joint construction and sharing, service-oriented, business-driven, open integration, innovative development, standardized and orderly, safe and controllable".

　　The Plan lists the main tasks in eight aspects. First, intensive construction of information infrastructure support system. The second is to improve the national health information standard system. The third is to deepen the "Internet+medical health" service system. The fourth is to improve the system of big data resources for health care. The fifth is to promote the innovative development system of digital health integration. The sixth is to expand the grassroots information security service system. Seventh, strengthen the application system of health statistics survey and analysis. The eighth is to consolidate the network and data security system.

　　The Plan requires that the construction of a national health information platform should be promoted as a whole, the functions of the national national health information platform should be improved, the construction of a national health information platform in the province as a whole should be strengthened, an information platform for monitoring, early warning and emergency command of infectious diseases should be built, and the information construction of hospitals should be upgraded in an all-round way. 　　Coordinate and promote the communication with the information systems of relevant departments, and improve the ability of monitoring and early warning, real-time analysis, centralized judgment and decision-making.
